Stained Glass single pane windows

We have an 1893 Queen Ann Victorian with lovely stain glass windows. Is there anything that we can do to keep the stain glass but add more insulation around the windows? There used to be a product that allowed you to cut the weights and add insulation but I haven't seen it around in quite a while.

A few questions I would have first of all would be:
1. Are they set in wood sashes
2. By insulation do you mean weather stripping to keep out water and air.
3. How much investment are you looking to put into the project

In answering these questions it would help to know how to proceed. As a millwork company we routinely retrofit window sashes with weather stripping. this helps tremendously the efficiency of the window unit. At the same time the widows can be steam stripped, resquared, glued and clamp. Then the unit is as good as new plus the additional eficiency.
